Overview
Allotment of houses or plots under the Punjab Government Servants Housing Foundation is conducted strictly on the basis of entitlement seniority. The House Allocation Committee oversees the entire process to ensure transparency and fairness. This document provides detailed instructions regarding the issuance of Allotment Letters and Possession Letters to successful applicants.
Eligibility for Allotment
- Member must be eligible as per provisions of PGSHF Act, 2004 and Rules 2013.
- Member must have deposited subscription in the account of the Foundation during service.
- Member must be on retired from government service.
- Member must fall in the entitlement seniority of houses/plots under allotment.
- Member must have submitted all required service documents for determination/verificsation of eligibility and entitlmenent seniority.
- Member must not have previously obtained a house/plot on reserved price from any government housing scheme.
- Member must have deposited cost of house/plot within given time period, before the draw.
Allocation Process
- Publication of Tentative Seniority List: The Foundation publishes a tentative entitlement seniority list based on date of retirement/death and priority of station.
- Draw/Allocation: Allocation of houses/plots are made through a transparent draw based on entitlement seniority.
- Allotment Letter: Allottees are issued Allotment Letters after their biometrice process.
Instructions for issuance of Allotment Letter
Biometric verification is mandatory for the issuance of the allotment letter, for which letters are dispatched immediately after the balloting to esteemed members/allottees. Biometric verification can be processed at the PGSHF Head Office during office hours. Allotment letters are issued immediately after the biometric verification and are handed over directly to the respected members/allottees by hand. To complete the biometric verification, bringing the following documents is mandatory:
- Sent letter for biometric verification (Original)
- Identity Card (Original)
- Pension Book
- Certificate of Sole Widow/Widower
- Complete any required bank documentation for installment payments
- Declaration Certificate issued by the court (in case of parents' death)
Instructions for issuance of Possession Letter
The Possession Letter is the document that authorizes the member to take physical possession of the allotted house/plot. After fulfillment of allotment conditions / issuance of allotment letter, the member becomes eligible for issuance of the Possession Letter.
- The allottee is required to submit a written application for issuance of possession letter.
- The application can be sent via post or submitted by hand to the Foundation's Head Office.
- Upon receiving the application, the Foundation re-checks the dues of the plot.
- In the case of additional area, the Foundation demands an additional amount; in the case of a lesser area, the additional amount is refunded to the allottee.
- After clearance of dues, the possession letter is issued, directing the relevant project to hand over physical possession along with the drawing to the allottee.
Instructions for Obtaining Physical Possession
After obtaining the possession letter, the allottee must visit the relevant scheme to take possession of their plot. Obtaining a Possession Letter from the Foundation is mandatory for physical possession. There is no fee for physical possession. The relevant scheme office measures the plot/house and hands over physical possession to the respected allottees. When visiting the relevant scheme, it is mandatory to bring following documents:
- Allotment Letter
- Possession Letter
- Copy of the CNIC
- Original service documents
Important Instructions
- The plot/house can be transferred three months after obtaining physical possession.
- Members must not start construction before obtaining the Possession Letter
- After taking possession, the allottee of a plot shall construct house within a period of two years from the date of delivery of possession of the plot to the first allottee.
- In case of failure to construct house within two years, the allottee shall be liable to pay to the Foundation such surcharge for late construction as may be determined by the Board.
- A house shall he constructed in accordance with the drawings and designs approved by the competent authority and no structural change of any kind shall be made in a constructed house except with the prior permission of the competent authority
- The Foundation reserves the right to cancel allotment if any false information is discovered
