Overview
The Punjab Government Servants Housing Foundation allows transfer of houses, plots, and commercial units under specific conditions as defined in the PGSHF Rules, 2013. The allottee can transfer house/plot after three months of taking possession. The Foundation has launched an e-Transfer Management System (etms.pgshf.gop.pk) to streamline the transfer process for timely issuance of NOCs and Transfer Letters.

Transfer of plot/house - Issuance of NOC
Member who is owner and has taken possession of his house/plot, can transfer ownership. This requires issuance of NOC and Transfer Letter from the Foundation. To obtain the NOC, the purchaser / seller is required to submit online application through e-Transfer Management System (etms.pgshf.gop.pk).
Eligibility to Apply
- Any person who is an owner of a house or plot as per the record of Punjab Government Servants Housing Foundation can apply through the online portal for the transfer of ownership to another person.
- Trasfer of ownership after completing a minimum retention period of three months, except to a person who is or has in the service of Pakistan.
- The house/plot should not be involved in any form of litigation or court dispute.
- Property transfer will be subject to the Punjab Government Servants Housing Foundation Act and rules framed thereunder.
Procedure - Online Application (e-Transfer Management System)
- Visit the e-Transfer Management System at etms.pgshf.gop.pk
- Register/login with your credentials
- Generate Challan Form for payment of fees / dues [NOC Fee, Transfer Fee, Excess Area Charges(if any), PRA Tax (if any)]
- Fill the online NOC application form
- Select desired office for Statement and Biometrice recording (Head Office or any Project Office of PGSHF)
- Upload scanned copies of all required documents
- Submit the application and note the tracking number
- Facts contrary to reality will be liable to legal action
- Call seller and purchaser for statements and Biometric recording at the selected office of PGSHF (Head Office or Project Office)
- Communication of Date & Time of statements and Biometric recording via e-Transfer Management System
- Verification of documents and fees/dues
- Approval by competent authority
- Issuance of NOC
- NOC is sent to the seller, purchaser and concerned Sub-Registrar through post and its scanned copy is made available at e-Transfer Management System for information of the applicant.
Required Documents - Scanned
- NOC Application Form
- Allotment letter, possession letter, physical possession (in case of member transfer).
- Transfer deed of the seller, NOC and Transfer Letter issued by the PGSHF (in case of non-member transfer)
- Dues Clearance certificate from the relevant project office.
- Two stamp papers worth 300 rupees each - one from the seller and the second from the purchaser
- CNIC of seller and purchaser.
- Paid challan of Transfer Fee, NOC Processing Fee, etc. (Generated from e-Transfer Management System).
- Customer Risk Assessment Form by the purchaser
- Latest FBR return of the purchaser
- Bank Statement of the purchaser
- Customer Due Diligence Form by the purchaser
Issuance of Transfer Letter
After registration of sale / gift deed, purchaser is required to submit online application for transfer of title of house/plot in the record of the Foundation i.e. issuance of Tranfer Letter in his/her favour.
Procedure
- Visit the e-Transfer Management System at etms.pgshf.gop.pk
- Register/login with your credentials
- Fill the online Form for Transfer Letter
- Upload scanned copies of all required documents
- Approval of competent authority
- Updation of ownership in PGSHF database
- Issuance of Transfer Letter in favour of purchaser

- Attested copy of registered sale deed
- Undertaking/Affidavit to be given by the purchaser on Stamp Paper of Rupees 300 value

Important Notes
- Transfer without PGSHF NOC is strictly prohibited and may result in cancellation of allotment
- Both parties must personally appear for statement and biometric recording / verification (or authorized representative with power of attorney)
- Transfer of property obtained on Benami basis is a criminal offense
- Members must comply with all applicable taxes and stamp duties
- After transfer, the transferee assumes all rights and obligations of the original member
- No transfer is allowed if the property is under litigation or mortgaged
- Transfer of partial share is not permitted; only full transfer is allowed
